Meet Our Governing Board
Our five-member Governing Board, elected from individuals residing in the community, are entrusted with one of the most important responsibilities assigned to any citizen — that of helping to plan the education of the youth of the community. They are responsible for employing personnel, establishing budgets, determining educational goals and objectives, providing facilities, supplies and equipment, planning for growth, approving curriculum, and policy development.
Our Board Members
Our Governing Board members contribute long hours, receive no pay, and face big challenges. They also serve on various District committees, attending local and State meetings that may have an impact on the District. The time commitment is considerable, yet the sense of accomplishment and pride of providing quality education for the children in the community is the reward.

Mrs. Shelly Hargis, Governing Board President

Mrs. Shelly Hargis began her first term as a J.O. Combs Governing Board Member in 2008 and was re-elected in 2012. She is a certified teacher and holds a degree in Bachelor of Arts in Education with an endorsement in English as a Second Language. Mrs. Hargis has over seven years of experience in the classroom. She is very active in the community serving on the PTO at J.O. Combs Middle School and serves as a member of the Parent - Superintendent Council. Mrs. Hargis and her husband, Carl, have lived in the J.O. Combs District for over 13 years. They have three children that are attending both elementary and middle school in the J.O. Combs Unified School District.

Bob D’Elena, Governing Board Clerk

Mr. Bob D’Elena began his first term as a J.O. Combs Unified School District Governing Board member in January 2015. He is a retired corporate manager and college professor, and he holds a master’s degree in student personnel. Mr. D’Elena has been involved in the education of students at the high school and college level, and he has experience in adult education and corporate level training. As a college professor, he was a member of a curriculum committee. Additionally, he has been involved with expense, revenue, and capital budgets in college and corporate settings. Mr. D’Elena and his wife moved to San Tan Valley in August 2013. He has been married for 36 years and has two children and two grandchildren. He enjoys music, sports, and travel.

Mrs. Patricia Pinckard, Governing Board Member

Mrs. Patricia Pinckard began her first term as a J.O. Combs Governing Board Member in 2004 and has lived in San Tan Valley since 1997. She believes in helping children develop a strong foundation through quality education and has been on the school board during the construction of five schools, the unification process, and several bond initiatives. Mrs. Pinckard is an oncology nurse practitioner in Mesa, and she and her husband own and operate an appaloosa breeding operation. She has five children, all successful products of the J.O. Combs Unified School District with her youngest child graduating this past May. Mrs. Pinckard teaches Sunday School, Bible School, and sings in the church choir. She enjoys spending time with her five grandsons when she is not busy sewing, creating crafts, or cooking.

Mr. Steven Ray, Governing Board Member

Mr. Steven Ray will begin his first term as a J.O. Combs Unified School District Governing Board member in January 2019.  Mr. Ray taught Special Education at the High School level for 11 years.  He also taught the Japanese Language at the high school level for 7 years.  He holds master's degrees in Bilingual and Multicultural Education and in Educational Leadership.  Mr. Ray is currently employed as a school administrator in an east valley public school district. Mr. Ray has six children, two that have already graduated from Combs High School, and two that will graduate from Combs High School in May of 2019.  His youngest will begin Combs High School as a Freshman in the Fall of 2019.  Mr. Ray's oldest daughter graduated from High School before the Combs District had built and opened a high school.  Mr. Ray is a native to Mesa, Arizona and moved to San Tan Valley 14 years ago.

Mr. Chad McLeod, Governing Board Member

Mr. McLeod comes from a family of educators. He has served as a teacher, coach, and principal for over 15 years. He holds a Bachelor's in History Teaching from Brigham Young University; a Master's in Organization, Planning, and Management in Education from the University of Reading (Reading, England); and is almost finished with an MBA from Western Governors University. He coached junior high and high school varsity sports including Football, Basketball, Baseball, Softball, and Tennis. He loves the Performing Arts and has worked with a local children's theater group. He is very involved with church youth groups and the Boy Scouts of America. He and his wife, Crystal, have five children, four of whom attend J.O. Combs district schools (the youngest is still at home). They have lived in San Tan Valley for 13 years.

The Governing Board will hold special meetings as needed, with preference given to the fourth Wednesday of each month.
