Meet Our Governing Board
Our five-member Governing Board, elected from individuals residing in the community, are entrusted with one of the most important responsibilities assigned to any citizen — that of helping to plan the education of the youth of the community. They are responsible for employing personnel, establishing budgets, determining educational goals and objectives, providing facilities, supplies and equipment, planning for growth, approving curriculum, and policy development.
Our Board Members
Our Governing Board members contribute long hours, receive no pay, and face big challenges. They also serve on various District committees, attending local and State meetings that may have an impact on the District. The time commitment is considerable, yet the sense of accomplishment and pride of providing quality education for the children in the community is the reward.
shShelly Hargis, Governing Board President
Board Term: January 1, 2021 to December 31, 2024
Mrs. Shelly Hargis began her first term as a J.O. Combs Governing Board Member in 2008 and has been re-elected in 2020. She is a certified teacher and holds a Bachelor of Arts in Education with English as a Second Language endorsement. Mrs. Hargis has over seven years of experience in the classroom and over 20 years as a community member. She is very active in the community having served on numerous PTO’s, Booster Clubs, Parent-Superintendent Council as well as many special committees. Mrs. Hargis and her husband, Carl, have lived in the J.O. Combs District since 2000. They have three children, all starting and will finishing their K-12 educational careers in the district.

BDBob D’Elena, Governing Board Clerk
Board Term: January 1, 2021 to December 31, 2024

Mr. Bob D’Elena began his first term as a J.O. Combs Unified School District Governing Board member in January 2015. He is a retired corporate manager, high school teacher, and college professor, and he holds a master’s degree in student personnel. Mr. D’Elena has been involved in the education of students at the high school and college level, and he has experience in adult education and corporate level training. As a college professor, he was a member of a curriculum committee. Additionally, he has been involved with expense, revenue, and capital budgets in college and corporate settings. Mr. D’Elena and his wife moved to San Tan Valley in August 2013. He has been married for 40 years and has two children and three grandchildren. He enjoys music, sports, and travel.
LCLisa Carr, Governing Board Member
Board Term: January 1, 2021 to December 31, 2024

Ms. Carr is a life-long educator, bringing a vast array of experiences entering her first term as a J.O. Combs Unified School District Governing Board member. Her desire to pursue a career in education has earned her a Bachelor of Science in Elementary Education, with a minor in Psychology, and a Master of Education in Educational Administration, holding certifications in Elementary Education, Secondary Education, K-12 Principal, with endorsements in SEI and Middle School Grades. Her 20 years in the educational field has spanned a variety of leadership roles within the traditional and charter, urban and rural, Title I to non-Title I school settings, but what holds constant is her passion to connect school with community. After working in the district, her love of the area motivated her to move to San Tan Valley in 2019, with her spouse, and five dogs. When not furthering her education, or volunteering, she is spending time with her grown daughter.

srSteven Ray, Governing Board Member
Board Term:  January 1, 2019 to December 31, 2022

Mr. Steven Ray will begin his first term as a J.O. Combs Unified School District Governing Board member in January 2019.  Mr. Ray taught Special Education at the High School level for 11 years.  He also taught the Japanese Language at the high school level for 7 years.  He holds master's degrees in Bilingual and Multicultural Education and in Educational Leadership.  Mr. Ray is currently employed as a school administrator in an east valley public school district. Mr. Ray has six children, two that have already graduated from Combs High School, and two that will graduate from Combs High School in May of 2019.  His youngest will begin Combs High School as a Freshman in the Fall of 2019.  Mr. Ray's oldest daughter graduated from High School before the Combs District had built and opened a high school.  Mr. Ray is a native to Mesa, Arizona and moved to San Tan Valley 14 years ago. 

CMChad McLeod, Governing Board Member
Board Term: January 7, 2021 to December 31, 2024

Mr. McLeod comes from a family of educators. He has served as a teacher, coach, and principal for over 15 years. He holds a Bachelor's in History Teaching from Brigham Young University; a Master's in Organization, Planning, and Management in Education from the University of Reading (Reading, England); and is almost finished with an MBA from Western Governors University. He coached junior high and high school varsity sports including Football, Basketball, Baseball, Softball, and Tennis. He loves the Performing Arts and has worked with a local children's theater group. He is very involved with church youth groups and the Boy Scouts of America. He and his wife, Crystal, have five children, four of whom attend J.O. Combs district schools (the youngest is still at home). They have lived in San Tan Valley for 13 years.

The Governing Board will hold special meetings as needed, with preference given to the fourth Wednesday of each month.
