Cell Phone Guidelines
In alignment with Arizona House Bill 2484, the J.O. Combs Unified School District #44 has adopted new cell phone guidelines to support a focused and safe learning environment. Detailed information, including grade-specific expectations, can be found in the links below.
The Governing Board believes that attendance at school should occupy a student's full attention and that the educational process should be safe and free from distraction and disruption. Students must follow all District rules and procedures for the use of wireless communication devices.
Cell Phone Guidelines
K-8 Grades
Students use of wireless communication devices while on campus during the school day, is subject to the following restrictions:
Acceptable Use
Students may use wireless communication devices:
A. For educational purposes, as directed by staff or administration.
B. During an emergency, at the discretion of staff or administration.
C. Due to a medical condition, documented with the school nurse or administration.
D. If the use of a device is included in the student's individualized education program (IEP) or Section 504 plan.
K-8th Grade Students
- K-8th Grade Students
A. Before and after school only: Students may use their wireless communication devices before and after the official school day in designated areas such as the cafeteria or common areas.
B. Storage: Wireless communication devices are not permitted to be used for the entirety of the day, unless instructed otherwise by a staff member. The devices must be powered off and out of sight (e.g in a backpack).
C. Social Media Networks: No student may access social media platforms on school internet or devices unless explicitly authorized to do so by a staff member for educational purposes.
D. When the use of a wireless communication device is permitted, the device must be placed in silent mode and must be stored out of sight when directed by the staff member.
Communication Procedures (Contact with Parent/Legal Guardian)
- Parent-to-Student: Parents may contact the front office during the school day. Staff will relay messages to students or arrange for student contact when necessary.
- Student-to-Parent: Students may request permission from a teacher or staff member to use a school phone or their device in the office when needed.
Prohibited Use:
- Students are strictly prohibited from using wireless communication devices to take photos, videos, or audio recordings of other students, staff, or school activities without prior explicit permission from staff. This includes any attempt to record or share inappropriate, private, violent or acts of aggression, or embarrassing content.
- Students are prohibited from using wireless communication devices, including but not limited to those with cameras (i.e., devices that take still or motion pictures, whether in a digital or other format), in any school situation where a reasonable expectation of personal privacy exists. These locations and circumstances include but are not limited to gymnasiums, locker rooms, shower facilities, restrooms/bathrooms, and any other areas where students or others may change clothes or be in any stage of undress.
- Except as authorized by a teacher, administrator or IEP or Section 504, students are prohibited from using wireless communication devices to capture, record and/or transmit the words or sounds (i.e., audio) and/or images (i.e., pictures/video) of any student, staff member or other person in school, before and after school hours, on District property, during after-school activities (e.g., extra-curricular activities), and at school-related functions. Using a wireless communication device to capture, record and/or transmit audio and/or pictures/video of an individual without proper consent is considered an invasion of privacy and is not permitted.
- Students are prohibited from using a wireless communication device to capture, record, transmit, or receive information in a manner that constitutes fraud, theft, cheating, or any other form of academic dishonesty
- Students shall not use a wireless communication device in any way that reasonably might create in the mind of another person an impression of being threatened, humiliated, harassed, embarrassed or intimidated. In particular, students are prohibited from using wireless communication devices to:
a. Transmit material that is threatening, obscene, disruptive, or sexually explicit or that can be construed as harassment or disparagement of others based upon their race, color, national origin, sex (including sexual orientation/transgender identity), disability, age, religion, ancestry, or political beliefs; and
b. Engage in "sexting" - i.e., sending, receiving, sharing, viewing, or possessing pictures, text messages, e-mails or other materials of a sexual nature in electronic or any other form. Violation of these prohibitions shall result in disciplinary action.
Consequences for Noncompliance
Students who violate this policy and/or use a wireless communication device to violate the privacy rights of another person may have their wireless communication device confiscated and held until the end of the school day. If the violation involves potentially illegal activity, the confiscated wireless communication device may be turned over to law enforcement.
- First Violation: Device is confiscated and held in the office for parent/guardian pickup.
- Repeated Violations: Device is held in the office for parent/guardian pickup and may result in additional consequences as outlined in the student handbook.
- Refusal to surrender a device will be treated as defiance and addressed per the district code of conduct.
- Inappropriate Photo/Video Use: Taking, posting, or sharing unauthorized or inappropriate photos, videos, or recordings of students, staff, or school activities may result in immediate disciplinary action. This may include loss of device privileges, suspension, or referral to law enforcement, depending on the severity of the offense.
Annual Notice
At the start of each school year, this policy will be distributed to all parents, students, and staff. Notification of any changes to the policy will be promptly communicated using district-approved channels.
9-12 Grades

(Wireless Communication Device Guidelines)

- Wireless Communication Devices: Includes all personal or school-provided devices capable of wireless communication, including cell phones, smartwatches, tablets, laptops, and similar electronic devices.
- School Day: The period of time when students are on campus, including class time, meals, passing periods, and recess.
- Social Media Platform: Any website, app, or digital platform used for social networking and/or exchanging virtual content.

Students are personally and solely responsible for the care and security of their wireless communication devices. The District assumes no responsibility for damage to or theft, loss, misuse, or unauthorized use of wireless communication devices brought onto District property.
