Incoming Superintendent 26/27 School Year

The J.O. Combs Unified School District is pleased to announce that Mr. Toby Haugen has been selected by the Governing Board as our next Superintendent. Mr. Haugen will begin his term on July 1, 2026.
To ensure a smooth transition, he will work closely with Dr. Wyman in the coming months.

Mr. Haugen was born and raised in North Dakota. He earned a Bachelor of Arts in Music Education from the University of North Dakota in 2004. That same year, he and his wife, Melissa, began their teaching careers with the Florence Unified School District. In 2005, they built their first home in San Tan Valley, where they have lived for the past 21 years.
Mr. Haugen has served in a wide range of roles within Florence Unified, including teacher at all grade levels, high school assistant principal, K–8 principal, high school principal, and director of human resources. His leadership is grounded in a commitment to student achievement, staff development, and community partnerships.
A strong advocate for public education, Mr. Haugen believes in supporting the schools within the community he calls home, supporting learning for all and school and community collaboration. His oldest son graduated from San Tan Foothills High School in 2024, and his two younger sons continue to attend schools in the Florence Unified School District.
Mr. Haugen holds a Master of Education in Educational Leadership from Northern Arizona University and an Education Specialist degree in Educational Leadership with an emphasis in the Superintendency from Arkansas State University.
